Adjust to which degree you want to be drowned in bandits, be it on the map or in hideouts. Also lets you take more troops into hideout battles. Affects all factions marked as "bandits"! Caution: too many and too strong bandits can cause performance issues of both the game (e.g. slowdown) and the factions in it (e.g. caravans being eaten alive).
So people and horses. If you go past 2048 entities the game crashes. A cavalry unit acts as 2 entities because you have the rider and the horse, so if you have a 500 vs 500 cavalry battle, you are at the 2000 entities. So technically you can have a 1023 and the player vs 1024 infantry battle, but no more than that.
